Position Overview - Military Property Supervisor

The Department of Military Affairs is looking to hire a Military Property Supervisor located out of Camp Lincoln. This position under the general supervision of the Department of Military Affairs (DMA), Military Executive - Chief of Staff (CoS), functions in a supervisory role. Performs administrative and management functions associated with warehousing operations and motor vehicle fleet management functions. The Department of Military Affairs works with the members of the Illinois Air and Army National Guard. We welcome all interested applicants to apply.

Essential Functions

  • Serves as the senior supervisor for employees assigned to the State of Illinois, Department of Military Affairs (DMA) associated with warehousing operations.
  • Functions as the official custodial supervisor of all State property overseeing day-to-day warehousing operations at geographically disbursed sites throughout Illinois.
  • Serves as a liaison to Central Management Services (CMS), Division of Vehicles (DOV), for the Department of Military Affairs fleet management processes and reporting purposes.
  • Ensures each warehouse location maintains the site security requirements for the effective protection, storage, issuing, and tracking or inventoried supply items.
  • Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of 4 years of high school.
  • Requires two years’ experience in the keeping of stores and store records.
  • Requires extensive knowledge of storekeeping and warehousing operations and procedures related to the receipt, storage, shipment, and distribution of a variety of goods, materials, substances, and/or chemicals.
  • Requires working knowledge of purchase and requisition procedures, and the use of grading for different types of merchandise.
  • Requires working knowledge of commercially available warehousing and fleet management systems.
  • Requires basic knowledge of Microsoft Office Suite (e.g., Word, Excel, Outlook, Teams, SharePoint, etc.).
  • Requires ability to research, interpret and implement State and Federal laws, regulations, and rules pertaining to areas of assigned responsibility outline within this position description.
  • Requires the ability to effectively communicate with representatives of Military Affairs, the Illinois National Guard, contractors, environmental agencies, material suppliers, etc.

Preferred Qualifications

  • Prefers a working knowledge of grades of supplies used by state agencies, elementary bookkeeping, and the ability to establish, and maintain public contracts.
  • Prefers a working knowledge of State and Federal laws, regulations, and rules pertaining procurement and purchasing program management.
  • Prefers the ability to prepare reports and maintain records in written and digital formats.
  • Pr efers the ability to locally establish and document supply inventory and accounting methods and techniques.
  • Pr efers the ability to conduct inspections and determine quality of goods against purchase order specifications.

Employment Conditions

  • Requires active or retired (20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed forces, if last duty assignment was with the Illinois National Guard.
  • Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license
  • This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
